In 1987, The Hawke government decentralized part of the federal government’s power from 28 departments to 18. This was to decrease corruption, despotism and increase in efficiency and surveillance. South Australian has 68 councils. The South Australian government is trying keep Local government out of planning decisions involving development over $10 million.
